Extra Leave. At present men get a clear 24 hours off once a month if clear of the report. It is not possible to increase this privilege without a large increase in the Force which is im-

-practicable.

d. Rate of Promotion. It is found that promotion compares favour-

-ably with promotion in the London Metropolitan Police,

e. Change of Uniform. On the score of expense no change can be

made. But in any case it is considered that the uniform is suit- -able and that the materials are good and serviceable.

f. Married Privileges. These have been extended of recent years and entail a very heavy expense on the Colony, not only in the provi- -sion of married quarters but in the periodical cost of passages for families. It is not possible to increase them further.

€. Yanagement of Canteen and Library. These are practically managed by the men themselves, the expenditure being under the control of the Captain Superintendent of Police.

II.

Having regard to (a) the extra allowances which the members of the European Police Contingent can earn; (b) the privilege ɗ free quarters, fuel, light and water; (c) the ennanced privileges in the matter of passages by which they are allowed four full passages as compared with only 2 full passages for Sanitary Inspectors, Overseers in the Public Works Department, Revenue Officers and others who enjoy the Free Passage Scheme; and (d) the earlier pensions which Police can claim compared with other Civil Servmts, I have been unable to recommend to the Secretary of State for the Colonies any increase in the rates of pay and pension of the Police.

But in view of the comparatively lower average salaries of the Police, all of whom have not the opportunity of earning ■İK extra allowmces, compared with the salaries of Sanitary Inspectors, Overseers in the Public Works Department and Revenue
